But I got bored of having it like that,

So I'm going it long again,

But anyways,

How can I make my short hair look more girly??

try rollers or use a curling iron to either wear it curly or come the curls loose to make it wavy

Wear a soft pink headband or put glitter hairclips on your hair.

I'd recommend having your hairdresser layer it and make it flick out with a razor. (No, not a razor to shave your head.) In the meantime, you can also curl it and pull it back with clips, pins, barrettes...I recently got a rhinestone heart headband that looks like a tiara without looking childish or overdone.
